NAAIB Governance Subcommittee (11/1/2006):Straw Proposal for Membership and Governance. The primary objective of this corporation (NAAIB) is to create a forum for the coordination and cooperation of existing and emerging systems issuing, tracking or registering electric generation or conservation certificates or related environmental attributes in North America, and to foster the development of new systems.

Best Practices for Transferring Certificates across Tracking System Boundaries (8/24/2006):This draft document contains recommendations to enable certificate transfers seamlessly between certificate tracking systems in North America.  These recommendations were developed by CRS, in consultation with NAAIB Working Group.  NAAIB Working Group is a voluntary forum for certificate tracking system operators and regulators to discuss issues of common interest.
Recommended Common Practices for Treatment of Behind-the-Meter Generators in Certificate Tracking Systems (8/16/2006): This final consensus document was developed by NAAIB Working Group of certificate-based tracking system operators and regulators under the auspices of NAAIB. The Working Group has been meeting to develop some recommended practices for certificate tracking systems operating in North America.  Though no tracking system operator, regulator or user is obligated to follow these recommendations, we hope that with industry consensus on these issues, that these recommended practices will become ubiquitous in state policies and operating procedures of tracking systems.
Double Counting best practices (5/25/2006): This document contains recommendations for best practices by the North American Association of Issuing Bodies (NAAIB) Working Group. The NAAIB Working Group is a voluntary association of tracking system operators and regulators and other experts participating in tracking system operational decisions.

This document is not an agreement among tracking system operators.  Rather, it presents the thinking of the NAAIB Working Group on best practices that should be encouraged to prevent double-counting of certificates of generation and to maximize harmonization and compatibility among certificate tracking systems.  We acknowledge that not all of the recommended best practices are currently taking place. In this respect, the consensus of the group is that it would be ideal if these practices were adopted by tracking systems over time.

Developing a Framework for Tradable Renewable Certificates (5/29/2002): This paper contains a survey of TRC issuing and tracking systems in the U.S., Europe and Australia. It provides recommendations for developing a network of TRC issuing bodies in the US and throughout North America.
Recommendations for Establishing an NAAIB (5/13/2002): This paper summarizes CRS' recommendations for the establishment of a North American Certificate tracking and verification network. The recommendations are excerpted from the larger paper, Developing a Framework for Tradable Renewable Certificates, listed above.
