Green-e Retail Carbon Emission Offset Certification

The Green-e program convened an advisory group to assist in the development of a certification standard for retail carbon emissions offset products. The group's work will be released for stakeholder comment periodically over the span of the next few months. If you would like to be included as a stakeholder in this process, please contact Lars Kvale at lars@resource-solutions.org. If you are a member of the press and would like to receive updates on the group's progress, please contact Sarah Krasley at sarah@resource-solutions.org.

Recent Green-e Board Decision

The Green-e Board met on April 14th to discuss Section IV.A of the Green-e National Standard. The board decided to provide more flexibility in the geographic eligibility requirements for Green-e certification of competitive electricity and green pricing products by allowing the following sourcing boundaries as eligible:

  1. The state where the customer is located; and/or
  2. The North American Electric Reliability Council (NERC) region, Independent System Operator, Regional Transmission Organization or Balancing Authority Area of the customer being served; and/or
  3. An adjacent NERC, Independent System Operator, Regional Transmission Organization or Balancing Authority Area region where the electricity, bundled with a REC, is wheeled into the respective region of the customer being served

Previous to this decision, Green-e criteria relied on NERC regions as geographic boundaries for competitive electricity and utility green pricing options. However, NERC regions can be problematic for marketers and utilities that serve multiple NERC regions, particularly in the Midwest where the NERC regions have a “Swiss cheese” profile. Green-e certified RECs can continue to be sourced nationally. To review the current Green-e National Standard, go to: http://www.green-e.org/ipp/national_standard.html.

Outer Continental Shelf Renewable Energy and Alternate Use Environmental Impact Statement

The U.S. DOI Minerals Management Service (MMS) is developing a Programmatic EIS for renewable energy development on Federal Waters of the Outer Continental Shelf (OCS). MMS received authority for the OCS Renewable Energy and Alternate Use Program under Section 388 of the Energy Policy Act of 2005. Under this authority, MMS will regulate renewable energy projects and alternate use of existing oil and gas platforms on the OCS. Renewable energy includes wind, wave, solar, current and generation of hydrogen. More information about the Programmatic EIS is available at the OCS Renewable Energy and Alternate Use Programmatic EIS Information Center website at: http://ocsenergy.anl.gov
