California Climate Policy

CRS staff provide input to the California Air Resources Board on implementation of the Global Warming Solutions Act (Assembly Bill 32) through both direct engagement as a stakeholder—which involves testifying at public workshops, participating in technical working groups, and submitting comment letters—and as an active member of the Global Warming Action Coalition (GWAC) coalition. We serve as the lead of the GWAC Economic Modeling committee and participate in the committees addressing electricity, offsets, and cap-and-trade. CRS Policy Director Chris Busch is a member of the Economic Technology and Advancement Advisory Committee, one of two advisory bodies to the California Air Resources Board explicitly called for under Assembly Bill 32. We are also active at the California Energy Commission, the California Public Utilities Commission, and in tracking developments in the California legislature.
